Fish that jump completely out of water are:
1) Avoiding a predator (as in flying fish), or
2) Leaping to get a bug to eat, or
3) Playing around (as in dolphins), or
4) Jumping upstream to avoid obstacles such as rocks (as in salmon returning to spawn).
Air has much less friction than water, so a fish that manages to develop enough speed to lift out of the water for a brief period will be moving what would appear to it as effortlessly.
