Most companies have their own policies when it comes to unsold clothing. Wal-Mart and a New York City H&M are serious heat since it was discovered that the stores were destroying and any companies can sell their goods to overstock-outlets or second run stores like Plato’s Closet.
Companies can either sell their unsold clothing to overstock stores such as Marshalls (in the NE) or the other stores like the first poster said, or they could donate them to charities at a very low cost that could be written off as a corporate tax writeoff. Walmart burning clothes is inexcusable because not only are they depriving poor people of usable clothing, they are burning clothing which in and of itself is bad for the enviroment.
