What is different about the oceans?

    I’m not certain that I totally understand the question here.

    In terms of law, the ocean is essentially empty of it save the areas that are within the limits of a country’s borders.

    In terms of environmental damage… well, it’s just a different kind.

    Otherwise, the mineral content in the water is different. There is more of it. Erm… I think that’s about the gist of it.
