What is the difference between a highway and a freeway?

    A “freeway” is usually defined as a “limited access highway” – there are only certain places exit and enter the freeway, and there are no “cross-streets”. A highway, is any road between two places, and “may have businesses or houses fronting it, and intersections with other highways.”
    All freeways are highways, but not all highways are freeways.
