What is the difference between a binding and non-binding climate treaty?

    Binding means that all countries that have signed the treaty must adhere to what the treaty says, or else they will be penalized economically, or in extreme cases, with military pressure. A non-binding treaty really means nothing. Stornger ocuntries can try to make weaker countries uphold non-binding treaties by threatening not to give them aid, but otherwise there is no drawback for violating a non-binding treaty (except for an angry letter from the UN maybe)
