Roughly, the “Danish text” would have set unequal carbon emission guidelines for developed and non developed countries and reduce the role of the UN in enforcing climate change statutes. The most controversial portion of the text was a stipulation which would not allow poor countries to emit more than 1.44 tonnes of carbon per person by 2050, while allowing rich countries to emit 2.67 tonnes.
