Snow will form when the temperature is below freezing in the atmosphere (0 degrees Celsius or 32 degrees Fahrenheit). It can fall when the temperature is above freezing on the surface; however, the snow will melt as it falls, and snow will not form if it is more than 5 degrees Celsius or 41 degrees Fahrenheit. Snow also needs a source of moisture and a way for lifting or cooling the air in order to fall.
