The blue shades come from scattering (like the blue sky) and absorption, with most of the pigments coming from the latter. Red light is absorbed quickly in the water, leaving the blue pigments. As for the shades, that depends on the concentration of phytoplankton (which reflect green light) in the water – the more there are, the greener the water, while the less there are the bluer the water will be.
