Not many critters actually EAT the paper but they can ruin it just the same. Rodents like to shred up paper to make nests out of. Certain worms will eat shredded paper in a compost heap. I also once found an old piece of cardboard from a moving box that had gotten infested with what I guess where some pretty desperate termites. My dog eats paper if it has gotten any sort of food on it, especially those paper muffin wrappers and dirty napkins.
Some dogs, cats, beavers, squirrels, rodents, snails, termites, and various insects eat paper. The cats and dogs are usually more of a behavior thing than eating it out of instinct. Insects are probably the biggest consumer of paper, cardboard, and books.
