What country uses the least carbon per person?

    According to data from 2006, it is apparently the Democratic Republic of the Congo, which only uses around 0.04 metric tons of carbon dioxide per person!

    I assume the question actually means what country emits the least carbon, which Valeriec5 has answered. If the question really means use, carbon is used in diverse ways, from graphite in pencils to diamonds in drill bits, as well as in chemical combinations such as carbonate in limestone for building. The country that uses the least carbon is probably the one with the least population needing or wanting the many things carbon is used for.
