what country is toughest on people that pollute?

    Antarctica actually has the toughest set of laws–basically, since Antarctica has no native human population, non-animal waste is strictly prohibited.  It’s governed under international law, and to go to Antarctica, they even check all your pockets for seeds and things like that.  Keeping the environment pristine is an absolute priority.  Singapore is also famously tough on litterers–the fine is $1,000 for littering, even for a first offense.
