I’m not entirely sure if this answers your question, but the Czech Republic has the least waste per capita at 294 kg per person. However, they landfill 84 percent of their waste, incinerate 13%, recycle 2%, and compost 1%. Germany, on the other hand, generates 564 kg per person, but landfills 1% of their waste, incinerates 35%, recycles 46%, and composts 18%.
