Although they are among those who will be most gravely affected by climate change, developing countries are also among those who are most reluctant to adopt a climate bill. This is because of their need for expanded energy capacity and production to fuel their development. A climate bill would have the effect of limiting access to energy sources for developing countries by making them more expensive. This is a key problem that needs to be solved if a truly global agreement is to be reached. Perhaps a deal can be struck in which clean energy is donated to the developing world.
