    The industrialized countries of the world are refusing to sign international agreements to reduce their emissions because they are claiming that it is their turn to industrialize and that industrialized countries should make up for the damage that they themselves have created. In this sense you could say that industrializing countries are having the hardest time changing for the good of climate change due to a lack of money to do so, and lack of a willingness to do so since their main goal is bringing their populations out of desperate poverty.

    On the other hand you could say that industrialized countries are having the hardest time since their economy is based on the extraction and combustion of fossil fuels like coal, natural gas and petroleum.

    The USA is having the hardest time changing for the good of climate change because of the influence that businesses have over the government. American businesses make the most money from emitting green house gases, the best illustration of this can be seen with big oil companies.

    Chevron and ExxonMobil are American oil companies that have seen record profits in the last decade, ExxonMobil made $40.61 billion in profits in 2007 and Chevron made $23.93 billion in profits in 2008. Since these companies main goal is to make the product that contributes the most to climate change and they are the richest companies in the world they can spend a lot of money on supporting politicians during elections and then can spend a lot of money lobbying them while they are in office, furthermore these companies spend a lot of money on convincing the public to not oppose them. For example, ExxonMobil just ended a multi-year campaign to convince the American public that climate change is not happening.

    Companies like large oil companies have a lot of extra money and use it to suppress any attempt to mitigate climate change because it would reduce their profits. This dynamic makes it difficult for America to change for the good of climate change.
