A: Depends on who you ask! Population growth is determined by the rate of births compared to deaths, and the growth rate is used to assess a given nation’s needs co concerning resources, jobs and other assets. According to the CIA World Factbook, the country with the lowest growth rate is the Cook Islands, which currently shows a -3.256% population growth rate for the year 2010.
However, according to the United Nations, the country that currently holds this dubious honor is the Northern Mariana Islands (a nation which is not recognized in the CIA World Factbook’s list), which shows a -7% growth rate. The UN lists the Cook Islands as the second lowest growth rate.
Both lists indicate that Russia is the lowest world power in terms of population growth, at approximately -.5%.
