What country has reduced its carbon footprint the most since 2000?

Surprisingly, looks like it’s Brunei. It decreased per capita carbon dioxide emissions by 21% from 2000 to 2006. Runners up are Portugal, Norway, and United Arab Emirates, with 16% reductions from 2000 to 2007. However, those numbers are a bit outdated, of course.
