Havana, Cuba grows more than 50% of its produce within the city limits.
It’s hard to say, as many countries use it out of necessity, like Venezuela, rather than out of a wish to help the earth, and thus they don’t consider it out of the ordinary. Other countries who garden a lot in urban areas or are starting to adopt the practices, like the USA, are outweighed by how much rural gardening they do. I think it really depends on the people who want to garden, and follows along those lines, rather than by country.
