The Netherlands is a country below sea level, but Dutch engineering feats have resulted in a massive system of dikes and storm-surge barriers that have kept the impending North Sea at bay. They have been improving on levee and dike design over the last 2000 years and their flood control systems are often cited as what is needed for American flood areas such as New Orleans.
