    Contraction and Convergence is a proposed strategy for reducing greenhouse gas emissions. The strategy was designed by the Global Commons Institute in the early 90’s. The ‘contraction’ portion of the strategy calculates the amount of carbon being released into the atmosphere. The ‘convergence’ portion of the strategy determines how the entitlements to emit carbon are shared between the countries of the world. So far, negotiations under the United Nations Framework Convention on Climate Change have not yet arrived at a ‘fair, ambitious, and binding’ deal that will limit the amount of future emissions.
