    Oil rigs (platforms, drillships, etc) are generally operated under a leasee and the actual maker of the rigs. The creator rents out the rigs and equipment to oil companies for use as regulated by federal permits. Judging from oil rig databases Hercules Offshore has the most cold-stacked rigs in the gulf, meaning they are non-operational and need repair. Nabors Offshore possesses the most ready-stacked rigs in the gulf, meaning they are not in use but operational and ready to go.
