Community forest is a vague, umbrella term. However, it often means a forest has been claimed by the local community in any number of ways. Whether the forest was controlled by the federal government, the public, or privately owned it is a forest which becomes managed by local residents. Programs may be initiated by concerned community members and often issues regarding the use of the forest land is made public. Then, the community decides how they prefer the resource to be used in order to maximize local profitability for the short and long term.
