It is claimed that the coldest river in the world is the Neretva river in the Dinaric Alps. However, since there is a lower limit to the coldness of flowing water (zero degrees Celsius) I would imagine that most rivers that are fed from frozen water sources in mountains approach this lower temperature regularly (once a year at least).
