Yes the Arctic Ocean is the coldest, but pretty much it’s covered by ice all year. The temperature of this is fairly constant at -1.8 C at which salt water can freeze. It has similar characteristics as the Southern Ocean found at the south pole. The Atlantic Ocean is on average the coldest, not frozen, ocean, with an average surface temperature of 7-8 C.
