One website claims it was on January 4, 2003 during the perihelion (the Earth’s closest point to the sun for the year). The Earth was about 147.5 million km away from the sun. The Earth is actually closest to the sun every year during January. However, usually the Earth’s distance from the Sun doesn’t change at all much throughout the year.
