Closed-cycle ocean thermal energy conversion (OTEC) is the process of converting the energy that the ocean absorbs as heat from the sun into usable electricity.  It is currently being researched in Hawaii.  Check out a video at Lockheed Martin’s site for a more detailed and qualitative explanation.  (Select “OTEC” from the “Select a Story” dropdown menu in the top right of the window.)
