Becuse the cost of recycling wastewater (gray) is prohibitive, most municipalities do not recycle even if they could sell the water to agriculture. So the federal and state governments grant large subsidies to local agencies in recent years, in response to regional water shortages and droughts, to encourage water reuse.
The California Agricultural Stewrdship is a good place to learn about a very complex issue. Because of it’s size (along with Texas and Florida)and links to agriculture, these would probably have municipalities that use the most “reclaimed” water.
