Tulsa, Oklahoma gets the most tornadoes per year, with about 10.2. The state with the most tornadoes per year is Texas, with about 124, but that figure is definitely a reflection of the size of the state and not just its proneness to tornadoes.
This map, based on NOAA Storm Prediction Center Statistics, shows that Oklahoma City and Tulsa are at the highest risk for tornadoes. They can get over 15 in a season.
The term for the high frequency tornado area in the US is Tornado Alley, and it generally stretches north to south across those flat Great Plains states like Nebraska, Oklahoma, Kansas, Iowa and some of South Dakota.
