San Francisco, California has the nation’s largest Property Assisted Clean Energy (PACE) program. In February 2010, the city passed $150 million in bonds to help with the upfront costs of participating in the PACE program. Studies have shown that the largest barrier to PACE participation was the high upfront cost when getting started. The city has created incentives for more of its residents to make energy efficient upgrades and reduce their carbon footprint.
