New York City, Connecticut, Massachusetts, Virginia, Texas, Maryland, Seattle, and Portland are all in the process of pushing legislation of applying a 5 cent tax on plastic bags. San Francisco banned the bag in 2007, and Los Angeles and Washington D.C. have already passed legislation supporting a bag-tax that will go into effect next year.
Seattle did for awhile until voters repealed the tax on August 18th of this year. Other than that San Francisco has an outright ban on plastic bags. Statewide initiatives have been attempted in Conneticut, Maryland and Virginia. No one has been able to pass the charge. Most blame the economic down turn. The Seattle tax was estimated to cost citizens 300 dollars a year.
