OnEarth just published a great article on this very subject, and the answer is: smart growth. Use what you already have and make it more efficient, denser, more pedestrian- and bike-friendly, improve public transportation and make the community mixed use so that residential areas are not removed from commercial; one can walk to the grocery store, to the restaurants, to the pharmacy, rather than drive.
