I’m not sure if this is what you are looking for, but I would say using previously used cooking oil as biofuel is pretty cheap. It already is manufacturered for fast food companies and has been used to its potential to cook fries and other items. I believe all that needs to be done to use this as a biofuel is to filter the oil and pour it in your gas tank. On the basis that this oil is made for something else, and people who use straight vegetable oil in their car are giving it a new life, it is probably the cheapest biofuel to make.
