What causes oxygen levels to rise in water?

Lowering the temperature can increase the amount of oxygen able to be “held” by water. The addition of fresh water through a waterfall or fast-running stream also raises oxygen levels. Aquatic plants also add oxygen to the water through photosynthesis.
