What causes the large, mucus-like blobs that are being found in the ocean?

These blobs are formed much like a snow ball.  Tiny dead, or sometmes alive, sea creatures start to cluster together, eventually picking up more matter and occasionally sea life looking to feed from the blob.  The mucus-like blob then continues to collect ocean matter and float about the ocean where it poses a threat to fish and humans by harboring bacteria and viruses.
