What causes ice storms?

Ice storms are formed like almost all weather. This is when precipitation falls from the sky and since it is below 32 degrees F (0 degrees C) the water freezes. Ice storms are so devastating in cities because it creates sheets of ice on everything. These sheets can cause people and cars to slip and ice to fall from roofs onto people or property.
