What causes flash floods?

A flash flood is usually caused by a heavy amount of rain in a short period of time. Flooding occurs when that water does not soak into the ground for whatever reason (already saturated…too hard, etc.) and instead flows downhill, causing destruction. A flash flood can also occur when a dam breaks.
