clouds are pushed around in our atmosphere by wind. when you see a cloud swirling it is being pushed into that swirl by the force of wind, could be generated from a plane or other flying object. the clouds move through atmospheric pressure differences in the air as well, it is constantly moving like water would be, but more excited because it is a gas.
