Hungarian officials are still investigating the exact or technical cause of the toxic sludge spill in Hungary. However, the spill is a systemic example of the problems with enforcing government regulations and code in post-Soviet Eastern Europe. Soviet infrastructure was inferior in quality. In many places, buildings other constructions projects from the communist era have not been updated nor replaced. Eastern European governments also still have corrupt elements that do not enforce the same standards found in Western Europe or the United States.
