    It sounds like your tree might have powdery mildew. It can be treated with Neem oil spray or elemental sulfur. It seems that red maples are rather susceptible to this, but are able to weather it pretty well. The major problem is that it can be unsightly. After the white powder look, the leaves can dry up.
