What cause the recent oil leak from a pipeline in Alaska?

Do you mean the one in January? The article below says the leak started when a fire-command system test caused a power outage, which triggered the opening of some relief valves, and the resulting flow of oil overflowed a storage tank. The oil ended in in secondary containment, but the pipeline had to be shut down for over 24 hours.
