    It is basically a charge on fossil fuels based on their carbon content. Fossil fuels include coal, oil and natural gas.

    A carbon tax is a monetary penalty that can be imposed on a business/agency/institution that burns fossil fuels.  They are usually only taxed if their carbon usage exceeds a reasonable level, but this might change with the new climate bill.  A carbon tax is really a negative incentive to those who burn an enormous amount of fossil fuels.  It’s a step toward trying to make the economy more efficient and eco-friendly.
