What car gets the best improvement in MPG for being a hybrid instead of a regular model?

    The United States Department of Energy has a website for comparing mileage of hybrid cars. Oddly, their comparison chart tops out at 41 mpg city for the Mercury Milan. At first, I thought that they might only have American cars, but then I noticed the foreign cars below. This data seems odd to me.

    The site GreenHybrid also has a comparison chart. According to their tests, the Honda Insight seems to have the best mean (average) at 64.2 mpg for a manual.
