A cap-and-trade program establishes a “cap” on emissions, but gives the emission sources flexibility in having the opportunity to “trade” emission amounts. It’s essentially a definitive “cap” on emissions, but the sources of the emissions can “trade” to and from other sources in order to gain flexibility in their emissions.
