Now that we have all the G20 countries together, the 18 countries who agreed on emmissions caps in Copenahgen will be able to try to pressure the two who didn’t (Russia and Mexico) into setting thier own targets for emmissions reductions.
Issues of global governance always take a long time to work out, and if any step is made in the right direction then the G20 should be considered a success. If you considered Copenahgen or the G20 is failures because no binding contracts were signed, then you either had unrealistic expectations, or do not fully understand how global governance works.
