In order to train people for green jobs, there must be enough green jobs for them to fill. Right now there are not that many green jobs available in the US unless you have a masters degree of some sort. So, the best way to train people is to educate them, and make school more affordable. Many people stop after they get their bachelors because they cannot afford to go to grad school.
There is a lot of funding now going into weatherization and home retrofitting. This type of work is easy to train entry level workers for because they would be doing things like installing insulation, closing leaks, and other similar activities. Government stimulus funding from the American Recovery and Reinvestment Act is going into training programs for green job skills and should be available to more people in the next year. To get more people trained, we need to do a better job of getting the funding to actually make more classes happen for more people in more locations. This will happen when this next lump of funding goes out to the states as part of the State Energy Sector Partnership grant.
