People respond well to the idea of saving their own money. If you can explain to someone how much they might save by replacing ancient appliances, adjusting their thermostats, properly caulking thier windows and doing only full loads of dishes and laundry, they will likely jump on the band wagon. One idea might be to get more people to install energy consumption monitoring devices that can be checked onthe home computer. These programs help identify which appliances are using the most energy and how much it is costing the person. When they see their electricity meter whirrling around while the clothes dryer is running they may be more inclined to hang the clothes out on the line in the Summer.
Explain to people the simple methods that make the most difference. Sometimes people get overwhelmed when they think of everything they SHOULD do, and tend to overlook the little things that make a big impact. Start small, do it one step at a time and it seems much more manageable.
