After doing a little research, I’m led to believe that congress has the potential power to regulate what the EPA does. Apparently the EPA just passed a regulation that would drastically cut the emissions that fossil fuel power plants are allowed to produce, and the GOP is fighting to get it overturned.
So it sounds like the EPA can do whatever it wants but congress can veto it if they agree to.
