What can be done so trade groups like the American Chemistry Council retain their free speech rights yet at the same time, no longer dominate policy decisions?

I think that trade groups and political action committees should have smaller caps on what they can contribute to any candidate, and it should be limited to a one-time-a-year donation. Many policy decisions are made based on monetary contributions, and I think that is a bad idea.

Additionally, I think that there should be an equal time rule like there is for candidates: any media outlet that prints an ad or broadcasts a message from one PAC or trade group must devote equal time/space to other groups with opposing views.
