In 2009, there was actually a US sanction to ban commercial fishing in federal Arctic waters to allow for better environmental research of the region, and to determine if further sanction is needed. Subsistence fishing (Inuits for example) is still allowed, as is fishing for Pacific Salmon and Pacific Halibut, since they already have regulations. Fishing in Alaskan waters is still allowed.
