California’s Proposition 23 was created in response to the increase in unemployment California has recently experienced. The initiative would make AB32 also called The Global Warming Act of 2006 null until the unemployment rate drops to 5.5% for four quarters in a row. However, California’s unemployment rate has only achieved this criteria 3 times in last 30 years. Currently, California’s unemployment rate is about 12%, and AB32 requires that by 2020 greenhouse gas emissions be cut to the levels of 1990. Proponents and opponents of Proposition 23 have called the bill The California Jobs Initiative and The Dirty Energy Proposition.
