While the founding fathers insisted on separation of powers between the three branches of government, the legislature, or people’s branch, has the power to pass laws concerning the environment. While the executive branch, the President, has done the most to promote awareness and campaign for the environment, it is Congress that will have the last say. For better or for worse.
